Title: Allow line fragments in plain text documents

There are some cases in which I need to share a link to an specific line
in a text file and it would be nice to be able to do it in a URL:

- Sharing a link to a GitHub source file by going to the raw file (not the JS
  CPU toaster)
- Link to a given line in a CSS file
- Plain text pastes

Using `http://foo.bar/file.txt#L128` or simply `http://foo.bar/file.txt#128`
seems sane.
