Title: Allow users to change mouse wheel scroll step

When using the mouse wheel to scroll a page, I feel it only moves a very short amount in each step. This parameter may be different in other mouses/systems so it should be user controlled. A simple solution is to add a configuration option that specifies the scroll step.
